The usual culprit is either a bad website load, or you (or perhaps your cat) accidentally pressed some keys on the keyboard. Depending on the version of Chrome that you're running, you can restore the Bookmarks Bar with shortcut keys or by tweaking Chrome's options a bit.

Here's what to do if you're using an older version of Chrome:

Click or tap the main menu button, represented by three dots located in the upper right corner of the browser window.

When the drop-down menu appears, select Settings. The Settings screen can also be accessed by entering chrome://settings into Chrome's address bar.

Other Ways to Access Chrome Bookmarks
There are other methods available for accessing your bookmarks aside from the toolbar.
One way is to select the Bookmarksoption from Chrome's main menu, which causes a sub-menu to appear containing all your bookmarks as well as several related options.
Another is through Bookmark Manager, accessible from this submenu as well. You could also use the Ctrl+Shift+O shortcut in Windows or Command+Shift+O shortcut on a Mac.
You can even access hand-picked bookmarks as Windows shortcuts.
